Landlord / Tenant Reports
Landlord / Tenant forms must be submitted for each rental unit, and included a $15.00 (fifteen dollars) administrative filing fee, payable to “Borough of Steelton”. The Landlord / Tenant form is available below at the document section of this page.
Must be filed a the following times:
- February 27th of each year.
- Any time a rental unit becomes vacant or a change in tenant occurs.
Rental Inspections
The Borough of Steelton strives to protect and promote the public health, safety, and welfare of its citizens, by requiring bi-annual inspections by the Borough Code Enforcement Office of residential rental properties, the issuance of licenses for said properties and requiring said properties to meet the applicable codes and ordinances.
Rental Inspection is required every 2 years.
Residential Rental Units Fee Structure:
- One Unit: $70.00
- Each additional unit: $20.00
- Re-inspection necessitated by non-code compliance in inspection: $25.00.
- One free re-inspection (not necessitated by failure in previous inspection) in each
current calendar year; any additional re-inspection in each current calendar year
shall be $25 per re-inspection. In the event an owner does not appear for the
scheduled re-inspection, the owner will be charged an additional $30; if the
re-inspection for which the owner does not appear is the initial free re-inspection,
any re-inspection thereafter will be at the re-inspection charge of $30.
Landlord Frequently Asked Questions
A Landlord / Tenant form needs filled out at the beginning of every year by February 27th AND whenever the tenant changes within 30 days of occupancy change.. A form needs filled out even if the property/ unit is vacant.
A Rental Inspection is required every 2 years. A property does not pass until all of the noted violations are addressed and all units in a multi-family house pass.
The property owner is ultimately responsible for the payment of Code Fines.
The Codes Department gives fines for high weed and grass exceeding 8in, snow and ice still on the ground 24 hours after a storm, trash spilling out over the top of trash cans, and trash and debris.
1. The inspector may issue a Notice of Violation to correct the noted violations. The notice must be mailed to the property owner or agent. Contained in the notice is a prescribed number of days in which the owner or agent must correct the violations. If the violations are not corrected in the prescribed time, a non-traffic citation is issued.
2. The inspector may issue an immediate citation. This may occur if the owner previously was issued a Notice of Violation and failed to comply or if the violation is related to high grass and weeds, sanitation or snow removal and the violation is of an extreme nature. If by virtue of your lease, the tenant is responsible to correct violations on the property, the tenant will be issued a formal notice.
3. If the violations noted are life threatening, the Borough may placard the property as “Unfit for Human Habitation”. This action would require the property to vacated in a prescribed time.
Once a citation has been issued, it is sent to the District Justice for processing. The District Justice then notifies the owner or agent by mail with a prescribed fine. The defendant may either pay the fine or request a hearing. Oftentimes, a defendant may simply pay the fine and not correct the violations. In this case, the Borough’s only recourse is to issue additional citations. Should the owner or agent fail to pay or request a hearing, a warrant is issued for the arrest of the defendant. In either scenario described above, it may take days, weeks, or longer to achieve compliance depending on the cooperation of the property owner or agent as well as the manner in which a citation(s) is adjudicated by the District Justice.
