This project is being funded by a Brownfields Grant issued by the Pennsylvania Department of Environmental Protection to Borough of Steelton. Bidders understand and are required to comply with all applicable terms and conditions associated with this Grant Agreement. See Attachment C of this document.

Prevailing wages do apply to this project and this project is exempt from sales tax.

General Project Description:
The Work for which proposals are invited consists of performing pre-demolition environmental clearance, select building/slab demolition and underground storage tank removal activity for the properties located at 120, 140, 154 North Front Street in the Borough of Steelton, Pennsylvania 17113 (the “Property”), as may be necessary to complete the Contracts in accordance with plans and specifications. The proposal sheets and Scope of Work shall define activities required to be performed by the Contractor in accordance with the individual project plans. The site consists of three contiguous parcels totaling 0.48 acres, and are owned by the Borough of Steelton, Pennsylvania or the Steelton Economic Development Corporation.

The following site-wide activities will generally include the following:

  1. Developing a site-specific Health and Safety Plan;
  2. Mobilization/Demobilization and General Conditions Complete;
  3. Asbestos Abatement Complete;
  4. Removal/Disposal of Universal Wastes/Residuals Complete;
  5. Demolition of Identified Property Buildings/Slabs/Structures Complete;
  6. Removal/Disposal of Underground Storage Tanks (UST) Complete;
  7. Temporary, Security Fencing Installation Complete;
  8. Salvage Value Credit; and
  9. Seeding & Mulching Complete.

Groundwater/Stormwater management is the responsibility of the Contractor and will include:

  1. Properly restricting the accumulation of any water within excavated areas; and
    Containerizing, characterizing (by certified laboratory analytical testing), and disposing of any water that accumulates within excavation areas.
  2. Consistent with the Contract Documents’ General Conditions, safety on the Project will be the Contractor’s responsibility and a Safety Representative will be assigned to the Project. All on-site personnel involved with these pre-demolition environmental clearance and demolition activities will be required to comply with the Contractor’s site-specific Health & Safety Plan (“HASP”).

A mandatory site visit will be held on March 8, 2016 at 1:00 p.m. for all potential Bidders.

Each Bid must contain the full name of the party or parties submitting the Bid and all persons interested therein. Each Bidder must submit evidence of its experiences on projects of similar size and complexity, and a complete listing of all Subcontractors to be used. The Bidder’s offer must be submitted on the Bid Form provided in these Bid Documents.

Bidders will be required to provide bid security in the form of a Bid Bond executed by the Bidder and a Surety Company approved by the Owner for the full amount of the bid or provide a certified check, cashier’s check or letter of credit in an amount of not less than ten percent (10%) of the bid total. If a surety bid bond is utilized, it shall be mandatory that the bid bond specifically identify the bid, and the date of the bid (which shall be on or before the date of the bid bond), which it accompanies; additionally, it shall be mandatory that the power of attorney accompanying a bid bond evidencing the authority of the person signing on behalf of the surety to sign the bid bond shall be dated the same as the bid bond; further, it shall be mandatory that the bid bond itself be dated, as well as signed by the principal bidder and the surety company through its authorized representatives. Failure to comply with any of the aforesaid positions shall result in the disqualification of the bid, which bid shall not thereafter be considered.

Bids will be opened publically at the Steelton Borough Municipal Building, 123 N. Front Street, Steelton, Pennsylvania on March 18, 2016 at 11:00 am.

The successful bidder shall be required to provide a performance bond for 100% of the contract bid price as required by the contract documents.

All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L.1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).

This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as part of this bid.

All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color.

The Borough of Steelton reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Borough and to reject any or all proposals, unless contrary to law.
