Request for Proposal: Regular Cleaning Services for Borough of Steelton

Overview:

The Borough of Steelton has decided to re-issue the Request for Proposal for cleaning services for Steelton Borough Hall, located at 123 North Front Street, Steelton, PA 17113; Municipal Public Works Building located at 302 Christian St., Steelton, PA 17113; and Steelton Firehouse, located at 185 N. Front St., Steelton, PA 17113. The successful bidder will be responsible for providing comprehensive cleaning services in accordance with the specifications and requirements outlined in this RFP.

Scope of Work:

The services required shall include, but not be limited to, cleaning of all areas, 1-2 times per week, of Steelton Borough Hall, including but not limited to:

  • Vacuuming and/or sweeping and mopping of all floors
  • Cleaning of restrooms
  • Dusting and cleaning of all furniture and fixtures
  • Cleaning of windows, mirrors and glass surfaces
  • Removal of trash and recyclables
  • Restocking of supplies, including toilet paper, paper towels, and soap

The services required shall include, but not be limited to, 1 time per week, cleaning of office and restrooms of Municipal Public Works Building, including but not limited to:

  • Vacuuming and/or sweeping and mopping of floors
  • Cleaning of restrooms
  • Dusting and cleaning of all furniture and fixtures
  • Cleaning of windows, mirrors and glass surfaces
  • Removal of trash and recyclables
  • Restocking of supplies, including toilet paper, paper towels, and soap

The services required shall include, but not be limited to, 1 time per week, cleaning of all public areas of Steelton Firehouse, including but not limited to:

  • Vacuuming and/or sweeping and mopping of floors
  • Cleaning of public restrooms
  • Dusting and cleaning of all furniture and fixtures
  • Cleaning of windows, mirrors and glass surfaces
  • Removal of trash and recyclables
  • Restocking of supplies, including toilet paper, paper towels, and soap

Additionally, the successful bidder shall be required to perform a deep cleaning of Steelton Borough Hall on a quarterly basis, including all of the above-mentioned services as well as:

  • Cleaning of blinds, baseboards, and light fixtures
  • Cleaning of carpets and upholstery
  • Polishing of all hard surfaces

The successful bidder shall be required to provide all cleaning supplies and equipment necessary to perform the work.

Proposal Requirements:

Proposals must include the following information:

  • A description of the bidder’s qualifications and experience providing cleaning services to similar
  • A detailed outline of the services the bidder will provide.
  • A schedule of services, including the number of days per week and hours per day of
  • A breakdown of all costs associated with providing the services, including labor, materials, and any other
  • References from at least three current or former
  • Two proposals: A proposal for Steelton Borough Hall and an alternative proposal that includes Steelton Borough Hall, Municipal Public Works Building, and Steelton Firehouse public areas.
  • All bidders are required to attend a pre-bid meeting with the Steelton Borough Manager to review the scope of work and ask any questions. The meeting will be December 27, 2023 at 2:00 p.m. at the Borough Hall in Council chambers.

Successful Bidder Requirements:

Comprehensive general liability insurance for any activities performed in connection with an agreement. The limits of such insurance shall be in an amount not less than $1,000,000 per occurrence, personal injury and property damage combined.

Worker’s Compensation Insurance as required by law in Pennsylvania. If successful bidder is performing service as an individual/sole proprietor or a Limited Liability Company (LLC) active partner, the Borough of Steelton will not be held responsible for any personal injury or loss incurred by the successful bidder in connection with this agreement. Successful Bidder’s personal medical insurance will provide all coverage in the event of any injury or loss.

Submission Deadline:

All proposals must be submitted no later than 5:00 PM EST on January 5, 2024. Proposals must be emailed to: RFP@steeltonpa.com

Selection Process:

Proposals will be evaluated based on the criteria outlined in this RFP. The Borough of Steelton reserves the right to reject any or all proposals, to waive any defects or irregularities in any proposal, and to award the contract to the bidder whose proposal is determined to be in the best interest of the Borough.
